
A retired IAS officer, former UP chief secretary Akhand Pratap Singh, has disproportionately possessed Rs 200 crore, including 84 prime properties in his entire career as government servant.
It looks like next to impossible for a government servant to possess such kind of wealth but if we believe on the case filed by the CBI against him, it looks as truth.
AP Singh did it through using all the corrupt means. CBI had registered a disproportionate assets (DA) case against him some two years ago. On Tuesday, the CBI succeeded to nab former UP chief secretary when he was trying to escape from his Vasant Kunj farmhouse but was stuck in a traffic jam.
The CBI later said that the investigating team arrested AP Singh because he never co-operated with the investigation and tried to tamper the evidences and influenced witnesses in the case.
According to CBI report, AP Singh, a 1967 batch IAS officer and retired in 2003, was found involved in extensive forgery of documents. He has possessed immovable assets in the names of his family members, relatives, and friends.
He supported a few private limited companies also with monetary help. The benami properties, which were acquired by these companies, were pledged to raise funds/loans for these companies and then used to purchase more immovable assets.
The CBI team found 84 properties in prime locations in Delhi, Noida, Ghaziabad, Greater Noida, Lucknow, Bahraich and Nainital in the name of his relatives and friends. The CBI had registered a DA case against him in March, 2005.
More than 100 bank accounts with large deposits found and large investments in shares, debentures and luxurious vehicles were found during the investigation.
According to the report, AP Singh has good connections in political circle. He has good relations with former chief ministers like was said to be close to Rajnath Singh and Mulayam Singh Yadav. He had got a three-month extension in the Mulayam Singh government. Later, his extension was challenged in the Supreme Court and he resigned from the post of UP chief secretary.
