This article was poorly written. The reality is that at one time, the only type of diabetes seen in children was the autoimmune form, type 1. However, as the incidence of childhood obesity has risen, more children are developing the insulin-resistance form, type 2. While there is growth in the incindence of people with both, it was non-existent as recently as 10 years ago. Therefore, a growth rate from nothing still makes the incidence quite rare even if it is seen more today than in the past. Scientists do believe that insulin resistance accelerates the autoimmune process which destroy the insulin producing beta cells, so children with insulin resistance and could see their diagnosis occur sooner than if they were lean, but they would have eventually been diagnosed either way.
