
For the first time, Pakistan has accepted Indian dossier on terror in Jammu and Kashmir during the Anti-terrorism Mechanism (ATM) meeting between both the countries. From Indian point of view, Pakistan’s decision for accepting Indian dossier is significant movement from its earlier position of not discussing J&K related terror. The development is being said as the Indian diplomatic victory in the ATM meet with Pakistan.
According to the report, India had prepared a dossier including the details on terrorists’ camps and tanzeems located across the Line of Control in Pakistan-occupied J&K. The dossier had details about Lashkar-e-Toiba operations in the Valley and its activities of infiltration from the Pakistani side into Indian Territory.
Later, the Pakistan delegation accepted the Indian dossier on terror in J&K and told the Indian delegation that they would reply in the next ATM meeting. However, the Indian delegation was not so hopeful of any positive response from Pakistan because at the first meeting on March 6 the Pakistani delegation had straightaway rejected to discuss any Kashmir-related case by terming the activities in J&K as a ‘freedom struggle’.
Later, Indian delegation said that though Pakistan has not changed its basic position on Kashmir but the second round of ATM meeting was comparatively more constructive in meaning largely. Both sides have also agreed to identify measures to curb terrorism, exchange specific terror-related information and assist in investigations.
The report further said that at the second ATM meeting, Pakistan responded to the information India had provided at the first meeting. The delegation is looking the detail given by Pakistani team carefully and the officials did not give any detail of the details. The broad indication is that there is no significant breakthrough of the meeting at all.
India passed the detail information on support from Pakistan to the Bangladesh-based Harkat ul-Jehad-i-Islami (HUJI) to Pakistani delegation including a list of HUJI activists allegedly based in Pakistan like Shahid Bilal.
