Does Justice vary differently for different places in India, certainly not. This is not true, but it has happened in a village, Rampur in Uttar Pradesh. A deaf and dumb woman, a mother of three, has accused a man that he has raped her.

Later, the village panchayat founded the man guilty and fixed a punishment for him. The punishment was that the guilt man will receive 51 slaps in public.

Her husband and other villagers have filed a FIR in local Thana but the local police did not arrest the accused.

Badr-ul Hasan, village head, said that the woman was not able to tell what has happened to her. Therefore, the police could not take any action in this case.

Finally, the matter went to village panchayat, comprising five elders. They found the man guilty and fined him Rs 5,000 as well as ordered to publicly slap him 51 times.

Hasan said that they are not powered to do more than that. We ordered public slapping only to put him to shame. The village panchayat does not settle criminal offenses.

However, the Local police inspector C N Singh said that they are investigating the complain. The case will be filed as the police find evidence of rape.
